Is he a member of the All-i-ever-do-is-bitch Tribe?

I'm reading this book called 'Dance me outside' and i'm actually into it.
Its about an 18 year old indian boy and his life. Near the beging they explain about his sister's new white husband, and they keep refering to him as "the one without balls" becuase he hadn't gotten her pregnant yet. And later on they exsplain about a guy who gets killed at a dance.

Supposidle he was "sexualy mutilated" one of his friends asks "Does sexually mutilated mean they cut off his balls?" lol

I guess everything just comes down to manhood now.
